Project Example 1: Facility Response Plan Updates & Revisions for Nellis AFB, Nevada (2006 and 2010 Updates/Revisions)


EES revised and updated the Nellis Air Force Base Plan 19-1, Facility Response Plan, which included the Spill Prevention, Control, and Countermeasures (SPCC) section, to meet the five-year EPA-mandated review requirements as outlined in 40 CFR 112.5(b). The revision included updating site-specific plans with CAD/GIS drawings, conducting site visits to the bulk fuel storage and loading/offloading facilities, and conducted random visits to several factory-built aboveground storage tank, fuel bowser, mobile fuel truck, generator, and heavy equipment areas to ensure compliance. EES reviewed established procedures for inspections and testing, and ensured documentation was adequate. The plan was reviewed and certified by a licensed Professional Engineer that was familiar with the regulatory requirements, and certified that the plan is adequate for the facility and met all regulatory requirements of 40 CFR 112. EES updated both the 2006 and 2010 updates for Nellis AFB, Nevada.

Project Example 2: Environmental Site Assessments (ESA) for Real Estate Transactions

 

Real estate transactions should not proceed without, at a minimum, a properly executed Phase I Environmental Site Assessment. Our Phase I ESAs are modeled after, and incorporate, ASTM Standard E-1527-00 and E-1528-00. As such, this practice assists a property purchaser to satisfy one of the requirements to qualify for the innocent landowner defense to RCRA liability. EES believes this practice and its authorized procedures, constitute "all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary practice" as defined in 42 USC [section]9601(35)(B).


Sources of environmental contamination can exist on any type of property and may include underground and aboveground storage tanks, asbestos- and lead-contaminated building materials, landfills and disposal sites, and past chemical use, storage, and management activities. EES professional staff have performed hundreds of environmental site assessments across the state of Texas for clients involved in real estate transactions, acquisitions, and divestures. EES has assessed all types of properties, such as commercial buildings, retail centers, multi-unit residential properties, large ranch properties, golf courses, and gulf coast marinas. EES has completed assessments for many of our repeat clients, some of which are listed below:

 

Project Example 3: Air Quality Support Services, Buckley AFB, Colorado

 

Buckley AFB operates under a Title V operating permit that has record-keeping and compliance requirements. The objective of this task order was to ensure compliance with Buckley AFB’s Title V Permit. EES staff performed document review, data entry, and compliance reviews to include, but not limited to, site visits to the following organizations:

 


Additional tasks performed for Buckley AFB included Title V Report Validation, Air Quality Rules & Regulations (Analysis and Assessment); Emergency Planning & Community Right-to-Know Act (EPCRA) Reporting; and Spill Prevention Control & Countermeasures (SPCC) Plan Annual Review.

Project Example 4: Environmental Baseline Surveys for the U.S. Air Force, Headquarters Air Combat Command, Langley AFB, Virginia

 

Air Combat Command awarded EES eight (8) individual Task Orders to prepare Environmental Baseline Surveys for the following remote sites:

 


These EBS’s were prepared in accordance with Air Force Instruction (AFI) 32-7066, “Environmental Baseline Surveys in Real Estate Transactions” (25 April 1994), which provides guidance on the implementation of the CERCLA in real property transactions. AFI 32-9004, “Disposal of Real Property” (21 July 1994) requires that the Air Force dispose of all excess property, which is no longer needed to support the Air Force mission. Environmental documents, land-use maps, and aerial photographs were reviewed to identify current and historical land uses and potential sources of contamination. Available state and federal environmental records were reviewed to identify potential areas of concern. A physical inspection of the properties was conducted to identify any evidence of staining, distressed vegetation, or other indications of contamination. Personnel with knowledge of the history and current use of the properties were interviewed. The result of the data-gathering process was a collection of component information that, when assembled, provided a picture of the existing condition.
